Costs 1 credit for a successful live read. Identical requests are cached for 15 minutes at zero credits. Errors and idempotent replays are free. No query filters are accepted. The public Capitol Trades index supplies the total number of indexed disclosures and the earliest/latest transaction dates. These are date-only values, not publication timestamps. The politician directory supplies its indexed member count. The source covers roughly three years and is not a complete or lifetime government archive. Ascending and descending boundary pages must report matching totals and correctly sorted records. The three source pages are read concurrently, not as an atomic database snapshot; mismatched or malformed responses fail unbilled. The source does not expose a database update timestamp. last_updated remains null; observed_at is our retrieval time. Do not interpret it as the publication time of a disclosure or proof that every recent filing has been indexed.

Optional nonnegative integer cap on the maximum request hold. A live request whose hold exceeds this cap returns 422 CREDIT_BUDGET_EXCEEDED before spending. Metered holds use the requested limit; cache hits and successful idempotent replays cost zero.

Response

Return the current public Capitol Trades index totals and transaction-date boundaries. Three corroborated source pages establish the trade total, oldest/newest transaction dates and member-directory count. Coverage is roughly three years, not lifetime or complete STOCK Act data. Dates have day precision; the source database update time is unavailable, so last_updated is null and observed_at records this retrieval. Accepts no query filters.
